Open Question: Still have to look for work while on partial unemployment?

I moved to ky in october and got a job up here, the hours were excellent during xmas season but now that its getting towards spring our hours have dropped alot, i wanted to sign up for unemployment but they said i had to file a claim in North Carolina since i havent lived in kentucky long enough. so i filed a claim And he said i have to look for other jobs and turn them in to recieve my partial unemployment? is that really how it works? bc i really dont want another job, thanks...
